ICS Structure
- Support Roles
- Finance will be coordinated through the activated Emergency Operations Center (EOC) or Area Command Center (ACC) Finance Branch Chief.
- Liaison personnel will coordinate with the Incident Commander on scene. Primary responsibilities include the coordination of non medical logistical support such as:
- Security
- Facility use, such as laundry or kitchen
- Safety
- Public Information
- EMS Liaison
- City EOC Liaison
- Chain of Command
- The Chain of Command will be NIMS compliant with some modifications to reflect the Hospital Incident Command System (HICS) structure.
- Decision making authority resides with the Incident Commander on scene. The Incident Commander will also fill the role of Operations Chief in the Area Command Center / Emergency Operations structure.
- Liability and limitation protections are mandated by the Federal PREP Act. Further, Washington Administrative Codes and Emergency worker registration provide significant protections to volunteer and registered workers in the event of a disaster.
Site Assessment
An assessment should be completed in conjunction with local police, fire and emergency management departments and other agencies. The goal of this site assessment is to assist with planning, preparedness and security at a potential Alternate Care Facility Site for medical surge capacity to supplement existing services in event of an emergency.
